Agency Couverture Maladie Universelle (CMU)

Presentation

It is created executing agency called Agency Couverture Maladie Universelle ( CMU ) . The Agency is a legal entity of public law with financial autonomy . It is under the technical supervision of the Ministry of Health and the financial supervision of the Minister for the Budget.

Missions

 CMU's mission is to ensure the implementation of the national strategy of the Universal Health Coverage development.

She supervises the plans of the Universal Health Coverage, excluding those covered by compulsory health insurance for employees, and is responsible for technical supervision of provident constituting them.

 CMU promotes mutual health and other mutual organizations as part of the extension of health coverage to the informal sector and the rural world.

As such, she is responsible include:

• To support the mutual health promotion initiatives and other forms of mutual organizations at national level;

• Ensure control of the regularity of the constitution of mutual health and other mutual organizations or their umbrella organizations;

• To keep the national register of mutual health and other social;

• To monitor the operation, financial condition and solvency of mutual organizations. 

CMU participates in the definition and implementation of the expansion of health coverage policies for destitute and vulnerable groups in order to: -to develop audience-help mechanisms and promoting financial access to health care for vulnerable and needy people; -to promote and strengthen traditional systems of solidarity and social health protection. CMU promotes the financing of the Universal Health Insurance Policy in collaboration with stakeholders, particularly through; -the mobilization of resources for the implementation of the Universal Health Coverage; -the development of financing mechanisms for supporting mutual health and free health care initiatives for indigent and vulnerable groups, -The negotiating rates repayable aid within the framework of fee schedules in effect set by ministerial decree; -The control and verification of billing mechanisms for health care benefits; - Conducting studies on the costs of quality care delivery.  CMU develops communications strategies for the promotion of universal health coverage. CMU set up an information and management system of universal health coverage; -ensure the monitoring and evaluation of the various schemes under its supervision; -Posted annually a technical and financial report on universal health coverage in Senegal.
