Presentation
Under the authority of the Prime Minister , Mr. Mansour Sy is in charge of the Ministry of Labour , Social Dialogue, Professional Organizations and Relations with Institutions prepares and implements the policy defined by the Head of State in the fields labor , social dialogue and relations between the executive and the parliamentary assemblies , whether national , regional or pan-African .
Missions
Under the Labour and Social Dialogue:
He represents the State in the competent international technical bodies on labor and social security. It prepares the legislation and regulations relating to labor relations and oversees their application. It ensures the working conditions of vulnerable groups including women and children in strict compliance with legal and regulatory requirements and standards set by international conventions in this area. It ensures the quality of relations between employees and employers in the double perspective of the protection of workers and the competitiveness of the economy. It guarantees the free exercise of trade union rights in accordance with the laws governing them. It is the contact professional organizations of employees and employers and promotes dialogue between these two types of organization. It implements a social development policy coverage for workers. It is responsible for monitoring and functioning of social security institutions. It promotes social dialogue and ensure the implementation of the National Pact of social stability and economic emergence.
In respect of relations with institutions:
It assists the Prime Minister and the ministers concerned for the preparation and monitoring of debates in the National Assembly and the Economic, Social and Environmental on the draft texts which are presented by the Government. In collaboration with the Secretary General of the Government, it provides a permanent connection between the Presidency of the Republic, the Prime Minister, the National Assembly and the Economic, Social and Environmental to facilitate the organization of debates. In conjunction with the Minister for Foreign Affairs, he has relations with the parliamentary institutions of ECOWAS, UEMOA, other parts of Africa and the African Union. It follows the establishment of parliamentary institutions of the African Union.
